This
Project, whose title takes its inspiration from the famous scientific
formula, is directed at all European institutions, organisations and
sectors involved in creativity, science, research, innovation,
technology, tourism and communications, and, of course, with European
society as a whole. It offers a framework for the participation of all
citizens of the EU committed to constructing and promoting the
Knowledge Society in a world that is intercultural, caring, democratic
and environmentally friendly.
The
project develops a metaphor for the racial, cultural and idiomatic
nature of our conflictive society, because it is not identity but
rather our “otherness” that distinguishes us, that makes us
recognisable to one another. We are moved to get to know the other
within ourselves, to relate to each other in a creative and
reciprocally revealing way. It is a homage to cultural diversity, to
thought, the unstoppable desire of the human species to tell stories,
to create ideas, to dream... by communicating with one another and by
sharing.
Europe
is a group of cities, a pedestrian continent without frontiers or
artificial obstacles where each street, each town, forms part of a
Great Metropolis that we could call Citizens’ Europe. An accumulation
of cultural riches... And this accumulation builds up ideologies,
customs, ways of living, of thinking, of creating and innovating, of
eating... in a common space of shared values and a drive towards
technological innovation and creativity.
ICT
allows us to open doors and windows into Europe and the world, to enter
in the everyday of others, to share experiences, dreams and ideals, to
experience living in all cities at once.

PHASES |
a) First Phase. Presentation
of the proposal to Spanish and European institutions with the support
of the Basque government, Bilbao City Council, Santa Cruz de Tenerife
City Council, and the Foundation Bilbao 700.
Following
these presentations, especially in Madrid and Brussels, the project
received various offers of support, most notably from the President of
the European Parliament, Ministry of Culture, the Foreign Office and
other Spanish and European artistic, cultural and scientific
institutions and organisations.

B] Second phase.
This second phase has been developed within the framework of the
Spanish Presidency of the EU. The main objectives of this phase are the
Drive towards a “European Digital Space” and the Knowledge Society
involving the collaboration and participation of all society.

EUROPEAN GLOBAL NETWORK: ART, SCIENCE, INNOVATION AND DIGITAL CULTURE
Creation and development of a Network as a nexus between other networks
of art and culture, science and technology innovation centres,
institutions, corporations, universities etc. It will lend
technological support and will provide the content for the European
Public Screens Network.

FORUM FOR DEBATE AND REFLECTION
Between the months of May and June 2010, we shall be holding the II European Conference “Strategies for the Development of a European Digital Space”
with the participation of institutional and corporative and civil
representatives as a continuation of the I European Conference that we
organised on the 20th and 21st of October 2009 in the Guggenheim Museum
in Bilbao.

EUROPEAN PUBLIC SCREENS
The main European cities will be simultaneously connected by
communication satellite and other broadcasting systems – TV, internet,
cable, mobile etc. It will offer more innovative and inclusive
mechanisms between administrations, corporations and society for
driving the development of “smart cities” and lend visibility of the
European Global Network.

OBJETIVES: |

Emc27 Europe
is conceived as a nexus between networks and a stable platform for
meeting, communication, knowledge exchange, collaboration and promotion
among Institutions, Organisations, and Society for the development of
cultural, artistic, scientific, technological and innovative projects
in all areas of knowledge and the sustainable economy.
It
offers the opportunity to disseminate all Spanish and European
initiatives that might be broadcast through TV, the internet, mobile
telephones and viewed on public screens, at work, while we’re moving,
at home etc. As well as initiatives from collaborating institutions, it
will offer an ideas laboratory, emcLab, which will promote the
involvement of artists, scientists and European collectives.
The
contents are foreseen to reflect a wide range of expression – artistic,
culturals, scientific, promotional etc. – and will also offer a space
for citizenīs participation and the diffusion of the European
knowledge, of projects and innovative proposals.
The main themes will include:
Spain and its Presidency of the EU.
In terms of our major values we aim to highlight the attitudes and
efforts of a society committed to optimising excellence by placing
Spain’s Art, Science and Digital Culture at the vanguard of innovative
initiatives. It will help to maximise the visibility of the Programme
of the Presidency.
The
European Union and its 27 member states will be involved and
protagonists in an event that will have repercussions at a global level
and will be able to demonstrate and promote the most important aspects
of its diverse European cultures.
European Citizenship and the Construction of Europe.
To deepen the concept of European Citizenship driven by the flow of
information and communication between all sectors of society.
Representation of a common democratic space with shared values and
ideas, without internal borders, metropolitan and digital, caring with
equal opportunities for all those that contribute to the development of
a knowledge society and digital culture where art, science, technology
and innovation merge.
The city as a setting.
The most innovative and relevant cultural activities and scientific and
technological initiatives will be shown in the different participating
cities. Interactive public spaces will be developed.
Framework for reflection.
Organisation of activities and meetings among different European
sectors. II European Conference “Strategies for the development of a
European Digital Space.
Cultural and Scientific Networks and Infrastructures.
Interconnection between crosscutting and collaborative networks that
will strengthen the development of infrastructures for artistic,
cultural, scientific, innovative, technological, corporative, social
and institutional activities. As a means of representation and
visibility for the Europe of Knowledge: the European Network of Public
Screens in the 27 countries of the European Union. It is foreseen that
there will be the opportunity to maintain this network which will help
to share information and knowledge directly among institutions,
organisations and society.
European Global Network: Art, Science, Innovation and Digital Culture. Nexus for communication and involvement between networks and citizens.
The screens.
As well as the format for all the foreseen programme, the screens will
represent windows for all Europeans to see one another other and
communicate in real time. We will be able to experience the sensation
of being within all the participating cities at once. It is a single
space called Europe.
Programming and Promotion of cultural and artistic events and the dissemination of science. Calls.
Various forms of creativity, science and technological innovation will
be developed. It will involve the promotion of collaborations between
different EU countries, especially the most innovative initiatives for
dissemination and promotion.
Screen work in progress. Development of live digital work among artists and other European groups.
“Europe in your eyes”
Call. Project involving all Europeans through video cameras, photos and
mobiles for the creation of a visual large-scale database of our
cities’ souls. It will demonstrate the evolution of our most precious
places. We will be able to construct a Wikipedia of images.
Network of Creative Cities. Enhanced reality and videogames within the process of inclusion and education, culture and creative activity.
Other Activities. A proposal for institutions and collaborating organisations.
